Education & Certification Program

ALPEC is setting the standard for competence in the industry.

ALPEC Active Members are required to be certified, to carry liability insurance, and to regularly update their certifications through approved courses. ALPEC's certification effort supplies tank owners with a list of contractors who have taken these extra steps to perform quality work, to bring credibility to the industry, and to create a safer environment. The ALPEC program is designed to protect public health, welfare, and safety. Our goals are to save injuries and cleanups and to promote the businesses of responsible participants.

What is the purpose of the ALPEC Education & Certification Program?

To increase professionalism and credibility of petroleum equipment contractors
To reduce the need for ADEM to issue a state-mandated program.
To reduce the need for additional regulations and fees.
To promote public health, welfare, and safety.

Who should be certified?

Petroleum Contractors, Environmental Consultants, Fire Safety Officials, UST Regulators, Tank System Managers, Tightness Testing Contractors, Decommission Contractors, Tank System Designers, and Petroleum Equipment Manufacturers.

All professionals responsible for underground and/or aboveground storage tank system installation, removal, inspection, testing, or monitoring of liquid storage tanks will benefit by attending ALPEC's certification course.

How can my company achieve certification?

Company-selected individual(s) must complete an 18-unit ALPEC-approved basic education class and pass a test approved by ALPEC.

Who is given recognition for the certification?

Certification is company-based. The certification is valid only while the individual who passed the certification program is employed by the company. If the individual takes employment with a different company, he must complete the certification process again if the new employer has no other certified employees and wishes to be certified.

What if the employment of the individual certified by your company is terminated?

It is the responsibility of the certified company to notify ALPEC of the loss of the certified employee. Notification must be made prior to or not later than the date of the employee's termination.

The company then loses its voluntary certification status unless another employee is already certified or until another company employee completes the ALPEC Certification Program.

ALPEC's certified contractors have gone that extra mile to bring credibility to their industry, to perform quality work, and to create a safer environment.

What are the rules?

The company's selected individual(s) must have the authority to require changes or repairs when deemed necessary during installation, repair, or decommissioning on a job site.

For decommissioning, the company must agree to have the certified representative on site at least once a day and before the conclusion of devaporizing the tank, using appropriate test equipment to confirm that the tank is vapor-free.

For new installations, the company's ALPEC certified representative(s) must be on site at least once a day, and also before tank and piping system is completely covered with backfill, and before paving.

I've completed ALPEC's certification program. What now?

Those who complete the education program and pass the certification test will be recognized by ALPEC as an ALPEC Certified Contractor and will be placed on the list provided to ADEM, Firemarshalls, and those in charge of construction and maintenance of underground and aboveground storage tanks.

ALPEC Certified Contractors who are also ALPEC members will be listed on the ALPEC Certified Contractors list and included in all of the ALPEC promotional programs.



Your company-certified individual may acquire the required 16 units of re-certification units by completing the following:

40-hour HAZWOPER Course 16 units

8-hour HAZWOPER Refresher Course 4 units

New Products/Inventions/Regulation Information (ALPEC-sponsored or -approved) 8 units

Cathodic Protection 8 units

Re-Certification Class 12 units

One-day ALPEC-sponsored and -approved course offered by equipment suppliers 8 units

One-day ALPEC-approved course offered by equipment suppliers 2 units

Active participation in an ALPEC committee, or serving as an ALPEC officer
8 units

Acceptance by ALPEC of an article on potential changes in regulations, enforcement, and/or new technology. If the article is published in Petro News, credit will be given to the author. (Limit - one article per year) 2 units

Attendence at each ALPEC membership meeting 2 units

ALPEC will consider for possible units other education acquired not listed here.
